Bandh cripples life in Dibang & Lower Dibang valley

Bandh is not to discredit district Admn: Union

ROING, June 15:  The 12-hour dawn to dusk bandh has crippled the normal life in Dibang and Lower Dibang Valley districts today.  The bandh has badly affected the functioning of all Government offices, institutions, both Govt and private and   business establishments.

The bandh was called by All Idu Mishmi Student Union (AIMSU) in protest against the state government’s  slow pace of relief work and in favour of its demand  for adequate economic package, visit of ministers, military intervention and draw the international attention to the calamity hit D/Valley district.

However, magistrate on duty, media, essential services were exempted from the purview of the bandh.

DC Y W Ringu, SP T Karga and all other magistrates closely monitor the situation throughout the day in order to avoid any untoward incidents during bandh.

Expressing satisfaction on the peaceful end of the bandh, Y W Ringu informed “Overall 17 sorties were materialised till day in the district, Govt officials  were also being engaged to mobilise men and materials.”

Giving bandh call in such a situation instead of extending cooperation to the district  administration would not serve the purpose, the DC observed.

ATNS adds: Meanwhile,   AIMSU president Unti Umbrey  and general secretary Rajiv Mihu in a joint letter  said  the bandh was called with a clear objective to draw attention worldwide to the ongoing humanitarian crisis in Dibang Valley and to build pressure on the state govt to call for central assistance in the form of military intervention.

The union clarified that this bandh is not meant to undermine and discredit the role played by district administration of Roing during this hour of crisis.

“We appreciate the role of every officer and staff who are untiringly working overnight to provide relief to people in Dibang Valley. Particularly, we would like to appreciate YW Ringu, Deputy Commissioner, Lower Dibang Valley District and Tayor Jempen, DC Dibang Valley District who have been selflessly working during this time of crisis,” the union said. However,  the Union said, considering the inclement weather that is continuously hindering the relief activities during such time of emergencies, we believe central assistance in the form of military intervention can best provide relief to our people suffering.

The Dibang Valley Students Union (DVSU) informed that it has served a 15-day ultimatum to the deputy commissioner to fulfill its demands. The demands include early restoration of road connection between Roing – Anini, streamlining  of Public Distribution System (PDS), engagement of professional electricians in  district, adequate supply of medicine and immediate stationing of every head of department at district HQ Anini as soon as road is connected.

 

MPs recommend Sonia to accept PPA legislators

ITANAGAR, June 15:  The three MPs of Arunachal in a joint letter dated May 12 to AICC Chief Sonia Gandhi recommended for accepting People’s Party of Arunachal (PPA) MLAs into Indian National Congress (INC).

The MPs in the letter to Party Chief informed that four elected legislators on PPA ticket have desired to join INC. The MPs further informed that PCC President and Chief Minister have been apprised of the request of the MLAs for further decision.

The PPA MLAs are Phurpa Tsering of Dirang Constituency, Kumsi Sidisow of Thrizino-Buragaon, Takam Tagar (Pario) of Palin and Markio Tado of Tali.

 

Hong Dree football tournament kicks off

ZIRO, Jun 15: The Hong Dree Football Tournament-2010 began with Hibu Dogu, ACP-cum-chairman, Dree Festival Celebration Committee, Hong kicking off  the tournament at Hanoko, Ziro on June 12 last.

Altogether 8 teams from different clubs are taking part in the tournament this year. All the teams are divided into two groups of four teams. Miring Mani Diko Shushi Club (MMDSC), Sambu Club (SC), Tadi Par Club (TPC) and Bullo Takhe Club (BTC) are clubbed together in Group ‘A’ while Nichi-Niitii Club (NNC), Young Street Club (YSC), Nako Club (NC) and Siiro Football Club (SFC) are in Group-’B’.

In the inaugural match, TPC beat MMDS by 8-2 goals. The second match of the tournament was played between NC and SFC on June 13 in which the former defeated the latter by 4-2 goals. On day three, SC beat BTC by 2-1.

The final will be played on July 5 next, according to DFCC, Hong.

 

Tenga rovers summer adventure camp

BOMDILA, Jun 15:  As part of overall development of children, Ball of Fire Division organized a summer adventure camp Tenga Rovers for children of Tenga garrison. The event was a balanced mixture of physical activities, arts, crafts and familiarization with local culture. The camp targeted children of age group 10-16 years studying in various schools of Tenga Garrison. Aim of camp was to inculcate spirit and inquisitiveness in the young mind as well as developing self confidence. Team spirit and love for nature besides knowing ethos of Army.

The three days camp started on 12 Jun 2010 with great energy and enthusiasm at Ball of Fire Battle School campus. The activities like rock climbing, rappelling, horse riding, shooting & tracking made the camp more happening & adventurous.

Camp maintained the same temperament on the second & third day also & it was amply clear from the participation of all the kids may it be in various cultural, art & craft competition or river side picnic, learning lessons of golf & yoga techniques learning. The interaction and cultural exchange between the students of Kendriya Vidhyalaya, Tenga Valley and Army School, Tenga Valley with students of Vivekanda Kendriya Vidhyalaya, Shergaon on last day was very encouraging. The students from both school got opportunity to mingle with each other, understand each others culture and cement their pledge towards national integrity.

Camp culminated with a grand finale where camp fire for children were in full swing. Their feelings & energy was reflected through their last performance on stage as well interaction with General Officer Commanding, Ball of Fire Div and other senior officers.

Participation of children during the camp was marked with zeal and enthusiasm. Children through this camp got an opportunity to get closer to nature as well as the local culture. This camp gave them an exposure to outdoor activities & sports thus driving their attention to the importance of a healthy body & a healthy mind.

 

Week long training on Saakhshar Bharat Mission ends

TAWANG, June 15: A week long Training programme on the role of trainers, Coordinators and Panchayat members in six Blocks of Tawang District under “Saakhshar Bharat mission-2012” finally culminated yesterday at Jang.

The training started at Lumla on June 7where the coordinators of Zemithang-Dudungkar CD block was imparted training.

The inaugural session ADC Lumla, Lobsang Dorjee urged all the Panchayat members to share the responsibilities sincerely so that the mission is made successful.

Hridar Phuntsok, who is also the member secretary of the mission, gave vital information about the mission-2012 and said that the panchayat members and coordinator should work dedication so that the mission does not remain on paper.

Anchal chairperson Lobsang Yountan, District coordinators Chimey Wangmu and Koncho Tsomu also spoke on the occasion. On the second day, the coordinators of Lumla CD block were trained.

The third day training programme was conducted in Tawang on June 10.  DDSE Tawang, Rinchin Phuntsok speaking on the occasion stressed on the role of education particularly to women in the field of development. He explained the importance of education in day to day life quoting beautiful examples. He also urged the panchayat members to join hand to make the mission successful in the district.

On 11th and 12th June the training was conducted at Kitpi and Jang-Thingbu CD Blocks respectively.

 

Tree plantation programme to protect Dikrong riverbank

ITANAGAR, June 15: Nationalist Youth Congress in collaboration with Dhan and Society, concerned at the soil erosion at Dikrong River created by the diverted river water of Ranganadi river from Ranganadi Hydro Electric Project at Hoj, carried out a massive tree plantation programme at right bank of the river Dikrong. Meanwhile, NYC President James Techi Tara informed that a Raj Bhawan March programme would be organised by the NYC in the month of July this year.

Nationalist Congress Party, President Ngurang Pinch lauded the NYC for conducting the programme and encouraged the youth carry out such works in future also.

MLA Techi Kaso also appreciated the NYC for their concern and advised the youth not to raise unwanted issue to put pressure on government and look forward for the better future of the state. Later, an awareness meeting at Nirjuli village-I was also conducted.

 

Centre to meet CMs, Manipuris in Arunachal calls for permanent solution

ITANAGAR, June 15:  The Union Secretary, G.K.Pillai has invited the Chief Secretaries of Nagaland and Manipur for an emergency meeting tomorrow to discuss the steps to be taken by the two State Governments to keep NH-39 open.  The Union Home Minister P. Chidambaram has already spoken to the Chief Ministers of Nagaland and Manipur to take necessary steps to have the blockade withdrawn.  At the request of the Government of Manipur, the Ministry of Home Affairs has decided to shortly deploy additional para-military forces on NH-39 to remove the blockade and keep the highway open for unhindered movement of traffic and goods.

Manipuri Welfare Society of Arunachal Pradesh has appealed the govt of Manipur and Centre for a permanent solution to stop frequent and routine blockade of NH 39. It said that if the Centre was little attentive towards the need of Manipur, the present situation could have been avoided.

The Society said that due to economic blockade by ANSAM and Naga Students Federation since April; life of common citizens has been hit hard. The Society said that blockade is violations of human rights as it affect the common mass.  The Union further appreciated All Arunachal Pradesh Students Union for taking up the issue with the Naga Students federation for lifting of economic blockade.

 

Review meeting cum workshop for gender Co-ordinator held

ITANAGAR, June 15: SSA Rajya Mission, Itanagar conducted a four-day review meeting cum workshop/seminar for gender co-ordinator of DISE, DRGs, KRPs, RPs, BRC, CRC, KGBV, NGOs, Principal and Accountant under girls education, under the guidance of State Project Officer cum Gender Co-ordinator Pakgi Koyu Lombi at Hotel Arun Subansiri, Itanagar from June 10-13.

During the meeting, physical and financial progress of the gender activities in the 16 districts of the state were discussed besides discussion and lectures on KGBV’s activities, maintenance of books of account, KGBV internal audit of sub-district, block level, cluster level and health and hygiene by resource persons SP Bapu, L Thupa, Reena Thapa, Dr. Pekba Ringu and others.

Women Commission Chairperson Komli Mossang briefed on gender disparity in education.

In the valedictory function, Deputy SPD Ashok Tajo advised the participants to activate the project at their respective KGBVs school and latter distributed certificates to all the participants.

Altogether, 136 delegates from 16 districts and 36 KGBVs attended the seminar.

 

Coach rues lack of facility for growth of football in Arunachal

ITANAGAR, June 15: Arunachal Pradesh U-19 Football Team Coach Jill Gyamar has blamed lack of proper coaching as one of the main reasons of the team’s disastrous performance at 47th Junior National Football tournament for Dr. BC Roy Trophy in Kolkata.

Arunachal Pradesh lost 2-4 to Jharkhand in the opener, won 5-1 against Jammu and Kashmir in the second match and again lost 0-4 to Uttarakhand.

"Short-term coaching of 10-15 days just before commencement of a big tournament would not help players anymore," Jill, who returned here from Kolkata yesterday after team’s disappointing exit from the tournament, told this reporter today.

"Players do not lack ability; but they lack techniques," he said. A residential coaching camp of atleast two months is required to prepare a team for such big event, he said. But, here in our state, players are hurriedly picked and coaching camps are conducted for namesake which results in disappointing performance, he rued.

"Unlike our state, players of other states are given atleast 60 days training before such tournament," he claimed.

Lack of proper infrastructure, players’ exposure and football awareness in remote areas, non-conduction of regular tournament/league matches for all categories, non-existence of football academy to build players, poor funding by Sport Authority of Arunachal to run long-term coaching are some other basic problems which plagued development of football in the state, he said.

He, however, emphasized on the need for constructing atleast a football stadium in every district and conduction of regular football tournaments/league in line with Goa, where such tournaments are conducted for all categories every year to build players.

Arunachal Pradesh is also decided to participate in Senior National Football Tournament for Santosh Trophy to be held in Kolkata during July -August. Selection trial would be held from June 24 which means a conditioning camp of not more than 15-18 days.

However, it is hoped that the senior team would perform upto the its reputation and bring glory to the state.

Training prog on book keeping  for SHGs ends

ITANAGAR, June 15: Two-day book keeping and bank linkage training programme for the SHGs was organised at Sangram in Kurung Kumey district on June 12 and 13.  The NABARD sponsored programme was organised by a Sangram based NGO - Rural Development and Heritage Society (RDHS). Altogether 50 SHGs members besides NGO representatives took part in the programme.   

The chief guest of the inaugural function, T Riba, CO cum BDO of the Sangram block, highlighted the need of book keeping. It  is the key factor in maintaining record, register and accounts by the SHGs and every society, he asserted.

Sangram AEO Tai Azad presided over the programme, while APCAB Sangram branch manager Tadar Taluk was resource person.

Koloriang CO Nangram Pinkap participated in the second day programme as chief guest. He said book keeping is most important element for the SHGs to avail any Govt schemes and bank linkage for their credit. Pinkap also lauded RDHS for conducting such training in Kurung Kumey district for the first time and urged the Society to conduct such programme in Koloriang, Nyapin and other blocks of the district especially for the benefit of rural women. He also assured all possible help. T Riba was the special guest of the second day programme, while Tadar Taluk and RDHS chairman of the Society Tamachi Niania were resource persons.

 

Takar Tamut qualifies for PhD degree

ITANAGAR, June 15: Takar Tamut has qualified for the award of Degree of Doctor of Philosophy (PhD) for his thesis “A Study on the development of primary education and professional development of primary school teachers in Arunachal Pradesh with special reference to some selected Districts”.

The degree will be conferred on him at the next covocation of the University.

He is the first person to have a Doctorate Degree from 35-Pangin-Boleng Constituency.

 

Gone are the days when there were teachers at Leya

Dear Editor,

Through your esteemed daily, I would like to request all the Alumni of Leya I/V school to come forward and save our School from collapse.  Leya I/V School under Giba circle of Upper Subansiri is one of the oldest schools of Arunachal which was established in 1967 and it was the centre of primary education for whole Giba circle. Those days the school was full of students and was run regularly by non-tribal teachers who had never seen cane hanging bridge, log bridge and high bamboo ladder before coming to Arunachal but then they walked two-three days to reach our village and stayed there for months together.

I still remember those real Gurus of my period like B.K.Sinha, Saro Sorum, P.L.Srivastava , R.A.Yadav who had built the future of many families in our circle. But those days are gone, the standard of Education System in Arunachal has gone down. The present status of our education system was started with introduction of SSA and OBB project  when money and political power led to recruitment of local youth without proper interview and checking the documents.  Leya I/V School is the best example. The school has three teacher one each from SSA,OBB and a regular teacher who is supposed to be the headmaster in-charge. Out of this three, the i/c HM sometime visits the school two three times in a year. But another two teacher each from SSA and OBB have never visited again the school since from the date of their joining but still drawing their salary. Due to this, most of parents have started sending their kids to Daporijo by paying heavy tuition fees and rental.  There is only 10-15 students remaining in Leya I/V school as they belongs to the poorest of poor among villagers and they are promoted to next class without having any meaningful classes.

I on behalf of the Alumni of the Leya I/V school, request the Secretary and Minister of Education to take immediate action against these teachers without waiting for reports from the officials and PR leaders of the areas as they themselves weighs their self advantage and disadvantage in taking serious action as these teacher are belongs to this same area.

Where Post office is the only financial institution

It was exciting to read the news under the caption "Arunachal set to get more Bank branches including Foreign Exchange facility: Setong Sena.”

According to the news, more financial institutions will be provided in Arunachal. But sad that the name Vijoynagar Circle of Changlang district did not find a place. This circle is without any bank. Post Office is the only financial institution.

Its FIFA World Cup mania which is the talk of the town these days. Everyone is guessing and predicting who'll win this year World Cup. Being a crazy football fan, I am also guessing like others. But I must admit here that my heart goes for the three Asian nations. I really want to see one of the Asian nations namely:  South Korea, North Korea or Japan win the World Cup this time. These three Asian nations has made us Asians very proud of their achievement. They have given us a chance to rejoice and feel proud of our great race. So, forget about cheering or supporting country like Brazil,  Argentina, England etc. This time let’s all of us cheer and support our Asian brothers.

Renovate NH52-A

Dear Editor,

Banderdewa to Itanagar NH 52-A road, the life line of the people of the Capital, has been lying in a pathetic condition since 2007 after it was handed over to state PWD.  Being a gate way to state Capital, the road also carries the prestige of capital dwellers.  Failure on the part of the PWD to renovate such important road shows the weakness of the people first Govt.  

The Govt is earnestly requested   to take up renovattion/maintenance works of the NH-52-A to keep up its spirit of ‘People first’ Govt.

An open invitation to DC to drive through the harrowing road

Dear Editor,

It is with extreme frustration at the present scenario that am writing to you, but the fact that I try to maintain anonymity is due to reputational issue that better remains confidential. I hope you sympathize with me.

The condition of the road that leads to the office of the Superintendent of Police, Itanagar and also to the office premises of Radio Oh La La at Ganga-Jully Intersection is unbelievably deplorable, and the ride along it is truly harrowing. The stretch of the extreme condition of the Road extends till the end of the sector which houses some of the top bureaucrats of the state, not to mention also the current sitting MLA of a border area and various other top officials of the state and the veritable who is who of the state. Its a shame that the approach road to the homes of these VVIP's are in such a bad shape.

Few weeks back your paper had carried a news article where the DC Capital Complex had made a survey of the sectoral roads to apprise herself of the existing road condition, it was unfortunate that she missed out the amazing ride she could have experienced.

First of all, I don't blame the concerned Govt. authority for the current state of the road,the blame lies with the owners of the high rise buildings that are mushrooming across the stretch of the road. The lack of civic sense among these so called "bada sahabs" while executing their building construction shows the pathetic lack of their common sense. The fact that the irresponsible dumping of excavated earth from their building sites on to the roadside, covering up all traces of the drainage system that is left of the road network, contributes to the ultimate deterioration of the road.

The unresponsive office of the SP along with the maintenance of stoic silence by the high Govt officials residing in the area is also frustratingly detestable.

As the only hope of ever doing something lies in the hope that the owners of the high rise buildings read my mail and knock a little civic sense into their thick heads while the DC should also come visit the area just to experience the ride. If she suffers inordinately from the effort, I would be ever ready to accommodate her for a resting stop-over at my humble dwelling, maybe even provide her with an inspiring and rejuvenating cup of herbal tea !

One cannot demand right by violating the fundamental rights of others

Dear Editor,

Apropos the editorial "When the Centre teaches a lesson"( 15 June), perhaps only in India it is possible that a national highway gets blocked for months, that too a highway which is the lifeline of the plains of Manipur where the people are facing unbearable odds due to the short supply of basic necessities of life. Now the Centre is sending forces to the Hills to remove the blockade, but this step should have been initiated much earlier. And the people who are protesting against the bar on visit of their leader to his home should learn to appreciate that one cannot demand his right by violating the fundamental rights of others. They are fully entitled to lodge their protest but starving a particular area by breaking its lifeline is simply inhuman. T.Muivah's visit to Somdal is certainly not more important than the food and medicines of a Meitei child.

Have the food the real needy ones

 

Dear Editor,

Good to hear that AIMSU have called for 12 hrs Lower Dibang and Dibang valley bandh. Well the Govt has given out a long long list of good things that they have done for the suffering district but did all of this really helped the actual needy ones. Food and necessary items as the govt says has been supplied but has it reached the empty stomachs?

The sad thing is that it goes to the merchants whose work is only to merchandise goods. The rich, the ones who are politicized and the public who are not from the suffering zone will never understand or feel our pain. Why should it always be that when the Govt is given pressure then the work is completed? Public have seen it happening in this bandh. As soon as bandh was declared enough food supply was sortied. These students are not fools to just declare a 12 HRS bandh.

Khandu calls on Centre for relaxation of Article 170 for accommodation of more ministers

NEW DELHI June 15: Arunachal Pradesh Chief Minister Dorjee Khandu today pleaded New Delhi for giving special dispensation to the state in regards to downsizing of ministers keeping in view various ethnic groups representing the state.

The chief minister, who led a 17 member high-level team of ministers, legislators besides MP Takam Sanjoy, called on Prime Minister Dr Manmohan Singh at his office and apprised him of various problems confronting the state.

Justifying his plea, Khandu said the state has 28 major tribes and 110 sub-tribes with different ethnic culture and tradition and because of this restriction, many tribes who were unrepresented in the ministry felt being neglected.

He appealed the PM to consider moving of an appropriate bill to amend the Constitution for relaxation of Article 170 in regards to Arunachal Pradesh.  

The team also urged the prime minister to direct the FCI to release fund for regulating the payment of pending hill transport subsidy bills in order to strengthen the Public Distribution System (PDS) in the state.

“Due to non payment of the pending HTS bills the PDS has been adversely affected in the state”, the chief minister pointed out and added that the state government has been put to tremendous pressure in the implementation of various central government schemes related to food security and if the FCI is allowed to delay the payment for so long the food security will remain a distant dream in the state.

He urged Dr Singh to issue necessary direction to the Ministry of Food & Public Distribution as well as FCI to release advance of Rs. 600 crores to pay the HTS bills from 2004 to 2010.

The chief minister also pleaded for release of Rs 300 cr. as a non plan grant to the state to meet its resource gap in various sectors. He, however, said that as promised earlier even the 300 crore already released by the Centre was as interest-free loan to be paid in five equal installments. Khandu further appealed for converting the loan to cent per cent grant.

The team also placed special request to the Prime Minister to consider the proposal for taking up a special scheme to connect strategically important circles situated along the international border to develop infrastructure with proper road connectivity.

He said the total cost of the project was estimated at Rs 2835 Crores which would connect 22 circles situated in the border areas.

The PM assured Khandu to address the grievances at the earliest. Dr. Singh convinced the team that he would take up the HTS issue with the appropriate ministry, and further discuss with the finance ministry on the matter of grant in aid.

The team yesterday also called on UPA chairperson Sonia Gandhi at her 10 Janpath residence and discussed in detail various problems of the state.

After a patient hearing, Mrs Gandhi while reciprocating the genuine demands assured to take up the matters with the concerned ministries.

 

 

Death mourned

ITANAGAR, June 15: Joram Welfare Society has mourned the demise of Joram Tain, Draftery at D N College, Itanagar who passed away on June 14. He had joined government service in 1982 and survived by his wife, three sons and one daughter. The society further prayed for eternal peace of the departed soul.

Dera Natung Government College Students’ Union has also mourned the sudden demise of Joram.

The members of the union observed two minutes silence at its office and prayed for the eternal peace of the departed soul.

 

LAWA Tour prog

ITANAGAR, June 15: Lendo Ao Welfare Association (LAWA) has decided to organise a one-day tour programme at Pushi Doke village, Aalo in the last week of June.

The team would also visits all the Lendo dominated areas to discuss about other on-going issues.

Meanwhile, it thanked MLA Jarkar Gamlin for providing basic needs to the fire victims of the Pushi Doke Village.

Itanagar, June 15: Kenjum Pakam (Oity), State Vice President, BJP Mahila Morcha has been elevated to the post of President with the approval of the BJP National president, Nitin Gadkari.

The new State President, Mahila Morcha was also empowered to reconstitute state Mahila Morcha Committee besides District(s) and Mandal Committees where ever required.
